Kaelstrasz the Tempest-Bound

In the earliest, most precarious years of the Tiss settlement, the colony was nearly shattered by a legendary apex predator that haunted the northern archipelagos—a massive, scale-plated leviathan of cloud and lightning. This primordial terror was known as a Storm Dragon. Before its binding, this particular beast had fallen from its status as an absolute ruler of the shallow seas. Wounded and weakened after a catastrophic territorial war against a rival elder clutch, its hunting grounds were depleted, and its pride was fractured.
Desperate to reclaim its lost omnipotence, the dragon foolishly sought to harvest the surging infernal energies radiating from the Great Clock Tower of Tiss. It threw itself against the manifestation of Asmodeus himself when the Archfiend first exerted his power to reshape the displaced refugees into the Tiss.
The battle was swift and decisive. Asmodeus, wielding the absolute, immutable laws of hell, easily brought the wounded leviathan to its knees. Yet, rather than destroying the beast, the Lord of Contracts saw a perfect, terrifying instrument of enforcement. He offered the dragon a choice: absolute annihilation, or a binding, eternal pact of servitude to protect the Sovereign City-State of Tiss and its bloodlines. Humiliated but desperate to survive, the dragon pressed its claw to a parchment. Using the naming conventions of old high-draconic lineage found within the ancient ledgers, the dragon signed its true name: Kaelstrasz.
From that moment, Kaelstrasz became the bound protector of Tiss, enforcing the nation's naval supremacy and shielding its borders from continental invaders with apocalyptic gales.
The Decennial Covenant: The Directorate of Commuted Souls
A core, unyielding clause of the contract signed between Asmodeus and Kaelstrasz dictates that the dragon must be sustained not just by flesh, but by the spiritual essence of sapient life. To maintain the pact, once every ten years, Kaelstrasz must be fed exactly ten human sacrifices. Over the generations, what began as a grim, desperate ritual has been entirely absorbed by Tiss culture, transforming into a highly normalized, coldly efficient, and hyper-bureaucratic system managed by a specialized government body known as the Directorate of Commuted Souls.
To the Tiss, the "Decennial Tithe" is not viewed as a senseless slaughter, but as a calculated, necessary line item on the state's survival balance sheet. The Directorate utilizes a rigid, algorithmic grading system to select the ten individuals, drawing from four distinct societal tiers.
Culture: Storm Dragon
Class: Monster
APR: Head (not a target), Claws (3 APR), Tail (3 APR), Back (5 APR normally)
Hit Points: Head (not a target), Claws (8 HP), Tail (12 HP), Back (15 HP normally)
Attack: breath weapon, claws, tail.
Abilities
Claws: Each claw is played by an NPC, and each claw will have its own APR, HP, and damage dealt. There will be a standard LARP weapon used to represent the claw(s) but damage may be above standard for that weapon.
Breath Weapon (lightning): The dragon unleashes a powerful lightning breath weapon. This is the same as the lightning bolt spell with the following exceptions. The NPC players that are playing the dragon's breath weapon may throw multiple lightning bolt spell packs (that is to say, 2 or more NPC players may through one each at the same time) but each pack only deals one point of damage, but as usual ignores APR and shields (unless an ability states otherwise). Any runes, potions, scrolls, or abilities that prevent lightning damage is also effective against this breath weapon attack.
Telepathic Conduit Link: Because Kaelstrasz is mystically tethered to the Great Clock Tower of Tiss, her primal presence alters local elemental and magical flows. While the Storm Dragon is active in an encounter area, any player or NPC belonging to the Tiss Culture gains an immediate, automatic +1 bonus to all spell packet damage and may instantly renew their spent lightning abilities after a short 10-second count.
Torrential Maelstrom: Once per battle, encounter, or duel, the dragon player can raise their arms to summon a driving storm. The NPC calls out "MAELSTROM!". All hostile players currently engaging the dragon are inflicted with a fear-based lethargy, forcing them to drop to one knee and count out loud for 10 seconds before they can advance or strike again. Characters who possess immunity to fear are completely unaffected by the maelstrom's suppression.
Weak Point: Unknown to most, there are several weak points located on the dragon. If these weak points are struck then the dragon will be slain. Since the head is not a target this is the only way to truly slay the dragon.
