The son of a disgraced Tissian clockmaker, Julian Sterling viewed the sea not as an escape, but as the largest machine ever built—one he intended to master. While the Boatswain governs the ship's physical strength, Julian is the ship’s mind. As the Executive Officer of the Concordance, he is responsible for precise navigation, the arcane synchronization of the Tissian gears, and the legal integrity of every contract held on board. He is often seen with a specialized sextant made of blackened brass and a series of sliding glass lenses, calculating the ship’s position not just by the stars, but by the gravitational pull of the Seven Moons.


Julian’s presence is one of cold, academic intensity. He wears a sharply tailored Tissian naval uniform in deep burgundy, always buttoned to the chin, with a silver-chain lanyard connecting to a series of specialized winding keys at his belt. He views the Exodus from Lullin as a complex logistical equation. To him, the refugees are not just people; they are variables that must be balanced against the ship's coal reserves and fresh water supply. He was the primary architect who drafted the "Future Obligation" contracts offered at the Norse port, ensuring the language was legally airtight under Tissian law and Asmodean doctrine.


During the voyage, Julian is rarely found on the open deck; he prefers the sanctuary of the chartroom or the bridge, surrounded by ticking chronometers and rolled parchment. He has a low tolerance for the "superstitious nonsense" of the North Sea, dismissing rumors of the Vengeful Spirit as mere atmospheric interference or mass hysteria caused by poor rations. However, he is no stranger to the necessity of violence. He wields a Tissian sabre with mathematical precision—every strike is calculated for maximum efficiency with minimum effort.


He speaks in a low, measured tone that demands absolute silence from those around him. While Garrick is the hammer that keeps the crew in line, Julian is the scalpel that directs the ship’s path. He remains the most loyal agent of the Vell Trading Company on the water, viewing the success of the mission as a personal victory of order over the chaos of the world.
