Spring-Heeled Jack

Born from the shadowy alleyways, fog-choked port districts, and soot-covered rooftops of Port Aethelgard, Tiss, New Dawn, and the larger Reman cities, Spring-Heeled Jack is a devilish urban phantom. Dressed in a dark oilskin cloak over a tight leather harness, featuring glowing red eyes and metallic claws, Jack is a sadistic predator who delights in spreading panic and chaos throughout crowded settlements.
Jack possesses supernatural agility, able to leap over high stone walls, gates, and defensive palisades with effortless grace. He rarely fights in straight military engagements, preferring to drop from high perches onto isolated guards, night watchmen, or travelers. Before leaping away into the night sky, he breathes a stream of harmless yet blinding blue sulfurous fire into his victims' faces, leaving them gasping and disoriented while his cackling laughter echoes down the streets.
Real World History: Spring-Heeled Jack is a famous figure from 19th-century British urban folklore. First reported in London in 1837, he was described as a clawed, devilish figure capable of making extraordinary leaps over buildings and breathing blue flames. He became a staple of Victorian penny dreadful novels and urban legends.

Abilities
Vaulting Leap : The NPC calls out "LEAP!" and takes 5 fast paces in any direction. While leaping, the NPC cannot be targeted by melee, ranged, or magical strikes and is out of combat. This also allows Spring-Heeled Jack to cross river obstacles.
Blue Sulphur Breath : The NPC throws a blue spell packet at a target within close range while calling out "SULPHUR , BLINDNESS!". A player hit by the packet is blinded and must cover their eyes for a count of 5 (this must only be done in a safe situation).
Terrifying Cackle : Once per encounter, Jack lets out a maniacal laugh and all players, NPCs, and monsters within the encounter, battle, or duel area lose 1 HP due to fear. Players, Monsters, or NPCs that are immune to fear are also immune to this effect.
Silver Sensitivity : Strikes delivered by silver-coated or blessed weapons deal double damage to Spring-Heeled Jack.
